| Tensions between mainland and Zanzibar
over this whole period 1997:
Tension continues -- 17 CUF members charged with plotting to overthrow Zanzibari
government 1999: CUF ends three-year boycott of parliament, signs
agreement with CCM
2000: tension with Zanzibar again
after elections: CUF says election rigged in Zanzibar, demands a revote, which
it gets in 16 constituencies; however they say all 50 constituencies should have
been included, refuses to recognize Mkapa as president. 2001:
protests lead to opposition group rally February 2001 in Dar es Salaam, repeat
call for re-election 2002: charges that Tanzania had committed
gross human rights abuses in squelching opposition demonstrations in Zanzibar

Refugee
Problems 1996: most Rwandan refugees repatriated to Rwanda, crossing
at rate of about 1200 an hour [see
CNN story from December 1996] Voluntary repatriation to Rwanda
succeeds with the last 19,000 refugees leaving by last months of 2002 [see
story from UN High Commissioner of Refugees] 2003: Nearly
400,000 refugees from Burundi remain in Tanzanian camps; charges that women in
these camps face daily sexual abuse and domestic violence

concerns: 1998: Transparency International gives Tanzania terrible
rating on corruption 1995-present: In Arusha, Tanzania International
Criminal Tribunal for Rwanda tries those responsible for 1994 genocide in Rwanda.
