Challenge to BLM decisions to proceed with the Cow Catcher and Cotton Snake timber sales for failing to comply with survey and manage provisions of the Northwest Forest Plan to protect red tree voles, among other FLPMA and NEPA violations. Magistrate Judge Cooney heard oral argument on cross-motions for summary judgment on January 11, 2005.
