CJ: Terrorism and National Security Seminar


Description:

This seminar course will cover the constitutional and statutory framework regulating the actions of the United States government in addressing the problem of international terrorism. Topics include the President's national security powers, the war powers of Congress, statutes regarding terrorism, including the USA PATRIOT Act, and criminal prohibitions directed at international terrorism. The course will also analyze the Foreign Intelligence Surveillance Act, warrantless electronic surveillance and the detention of enemy combatants, aliens, and material witnesses. Students enrolling should have previously taken Criminal Procedure I and should expect to complete a demanding reading schedule. Students will be evaluated by writing a paper and classroom participation. The paper does not qualify for either the Capstone or WIE graduation requirements, but does meet the "B" writing requirement for students who entered before Fall 2008.

Prerequisite: Criminal Procedure I

The American Bar Association accreditation standards require students to regularly attend the courses in which they are registered. Lewis & Clark expects students to attend classes regularly and to prepare for classes conscientiously. Specific attendance requirements may vary from course to course. Any attendance guidelines for a given class must be provided to students in a syllabus or other written document at the start of the semester. Sanctions (e.g., required withdrawal from the course, grade adjustment, and/or a failing grade) will be imposed for poor attendance.
